GENEVA, SWITZERLAND — The Swiss House of Representatives on September 25th passed measures banning the distribution of violent or sexually explicit material to cellular phones. Now the country’s legislators face a new quandary: how to stop consumers from downloading the material anyway.For quite some time, Swiss lawmakers have been debating how to prevent young people from accessing mature-rated content on mobile phones. Kids, it seems, are quite adept at circumventing age restrictions. Although the Swiss administration was against a complete ban on adult material, Justice Minister Eveline Widmer-Schlumpf said outlawing the content entirely turned out to be the only practical way to deal with the issue, because telecommunications age-verification measures already mandated by law were not working.
The Swiss Senate earlier passed a motion to ban porn on cell phones. It is expected to adopt a violence measure similar to the one adopted by the House.
