Creating Stroked Text With An Animated Background

Create a new canvas in Photoshop sized at approximately 200×200 with RGB colour, then double click on the background layer in the layers pallete so that you will be able to make edits.

Then click the new layer button to make a new layer.
In the tool bar grab the Rectangular Marquee tool.
Make a thin selection going from the top of your image to the bottom. Then hold the shift key down and draw a few more of the same shapes. The shapes do not have to all be the same size, as shown here:
Now, pick a colour… any colour! This will be the colour of your foreground “starburst.” I have chosen a shade of orange.
Now, fill the selection by pressing Alt+Backspace.
Deselect the image by pressing Ctrl+D.
In the menu up top select:
Filter > Distort > Polar Coordinates and choose Rectangular to Polar…
Your image should now look something like this:
Now add some text and “stroke” it with a darker colour than your foreground colour. Then add an outer-glow of white.
To make this look really cool, we can animate it! To do this, just duplicate your foreground layer (orange starburst) and rotate it 90 degrees. Repeat this up to four times if you want your animation to be smooth. I used two frames for the starburst in my animation.
Now using your favourite gif animator, animate the layers and save it.
Voila… a catchy graphic you can use in banners and more!
